On 15 November 2021 Russia fired a direct-ascent missile at one of its own dead satellites and blew it apart in low Earth orbit. The target was Cosmos 1408, a defunct Soviet-era electronic-intelligence satellite launched in 1982 and long since inert, orbiting at an altitude of roughly 480 kilometres. The weapon was a ground-launched interceptor of the type Western analysts associate with the PL-19 Nudol programme, a direct-ascent anti-satellite system that reaches its target from the ground rather than manoeuvring alongside it in orbit. The intercept destroyed Cosmos 1408 and, in doing so, created a cloud of debris that would become one of the more serious deliberate contaminations of low Earth orbit in the history of spaceflight.
The test generated more than 1,500 trackable fragments, meaning pieces large enough for ground radar to catalogue and follow, along with an unknowable number of smaller fragments too small to track but still lethal at orbital velocity. A paint fleck moving at several kilometres per second carries the energy to hole a spacecraft. The debris was created at an altitude that sits within, and spread across, the band used by the International Space Station and by a large population of active satellites. The fragments did not stay neatly at the altitude of the destroyed satellite. They dispersed into a range of orbits, some decaying quickly and others persisting for years, seeding a hazard that other operators would have to fly through and around long after the political noise died down.
The most immediate human consequence played out aboard the International Space Station. When the debris field was detected passing close to the station's orbit, the crew, which at the time included American, German and Russian occupants, was ordered to take shelter. They closed hatches between modules and retreated into their docked return vehicles, the Soyuz and the Crew Dragon, which can serve as lifeboats to bring the crew home if the station is holed. They rode out repeated close passes of the debris cloud in those capsules. The image is worth holding onto. Russian cosmonauts sheltered in a lifeboat because of a weapon their own government had just fired. The station continued to perform debris-avoidance manoeuvres against fragments from the test in the months and years that followed, expending propellant and disrupting operations to dodge the wreckage.
The international reaction was unusually sharp and unusually broad. The United States condemned the test in blunt terms, calling it dangerous and irresponsible, and it was far from alone. What made the response notable was that it came from countries and voices that had been comparatively quiet after earlier anti-satellite demonstrations, including the Chinese test of 2007, the American test of 2008 and the Indian test of 2019. The Cosmos 1408 event seemed to crystallise a wider consensus that deliberately shattering a satellite in a crowded orbit, with a live crewed station in the neighbourhood, was beyond the pale regardless of who did it. It fed directly into a subsequent push, led by the United States, for a moratorium on destructive direct-ascent anti-satellite testing, a commitment several states then adopted. The timing sharpened the reaction. Coming after the crewed station had been put at risk, and after years of growing anxiety about the sheer quantity of hardware being launched into low orbit, the test looked less like a demonstration of strength and more like recklessness with a commons everyone had to share.
The deeper significance of the test is about the shared and fragile nature of the orbital environment itself. Low Earth orbit is not divided into national lanes. Debris created by one state's weapon threatens every other operator's satellites and every crewed vehicle passing through the affected altitudes, indiscriminately and for years. Russia demonstrated a sovereign capability to destroy satellites, but it did so by degrading a commons that its own cosmonauts, and every other spacefaring nation, must continue to use.
That is the concrete lesson for any state weighing dependence on space. The hazard to your satellites is not only what a rival might aim at you deliberately. It is also the wreckage left behind whenever a rival exercises a capability against anything at all, including its own dead hardware. You cannot fully protect your assets in orbit by owning them, or by keeping out of a quarrel, because the debris does not respect ownership or neutrality. Cosmos 1408 showed that a single test can raise the background risk of operating in low Earth orbit for everyone, and that the states most dependent on orbital infrastructure have the least ability to opt out of the consequences.
