Starlink was never licensed to operate in Myanmar. That did not stop it from becoming the main way people in the country's conflict zones reached the internet at all. After the 2021 coup, the military systematically destroyed or blacked out mobile and fibre networks in areas of resistance, cutting communities off from communication, banking, education and news. Into that gap came Starlink terminals, mostly registered in neighbouring Thailand and carried across the border through grey-market channels. They were technically unauthorised in Myanmar, and they were, for many, the only working connection to the outside world.
The first sign of how exposed this arrangement was came in October 2025, when SpaceX disabled roughly 2,500 Starlink terminals near the cyber-scam compounds that had grown up along the Thai-Myanmar border. The action followed a raid on KK Park in Myawaddy, one of the notorious scam operations that traffic and coerce workers into online fraud, and CNN reported the company's move to cut off thousands of devices being used by those centres. The intent was defensible. But the enforcement did not stop at the scam compounds. It also hit terminals far from any scam centre, in Magway, Sagaing and Rakhine, regions where the same equipment was carrying entirely legitimate and often life-critical traffic. A tool aimed at criminal operations reached, through the bluntness of geofencing and device-level enforcement, into the connectivity of people who had nothing to do with them.
The larger threat came from a policy change rather than a raid. From 17 August 2026, SpaceX's updated Roam policy required any terminal used outside its country of registration for more than 30 consecutive days to register locally or lose service. For a terminal registered in Thailand and used permanently inside Myanmar, that rule was impossible to satisfy. Registering the device locally would require operating through Myanmar's licensing regime, which does not authorise Starlink at all, and which is controlled by the very military authorities whose network blackouts had made Starlink necessary in the first place. The policy, applied literally, set a countdown to switching off connectivity across Myanmar's conflict areas, not through any malice toward Myanmar but simply through the mechanical operation of a global corporate rule that the local situation could never meet.
What that connectivity was actually doing gives the stakes their weight. A civil-society coalition, initially 249 organisations and later growing to 255, appealed jointly to SpaceX, to the United States government and to international organisations, documenting the uses at risk. Starlink supported airstrike early-warning systems that gave civilians time to shelter before bombs fell. It carried the education system run by the National Unity Government, the parallel administration formed by ousted lawmakers, connecting more than 61,000 teachers and over 790,000 students. It underpinned ambulance dispatch and remote healthcare in areas the state had cut off from care. And it enabled independent media to keep transmitting evidence of atrocities to United Nations investigators. These were not conveniences. They were the connective tissue of survival, learning and accountability for populations the ruling military had tried to isolate.
The coalition's appeal captured the strange position such populations were in. Their most important communications infrastructure was operated by a private American company, on terms set globally for reasons unrelated to Myanmar, and enforced by policies that treated a life-support link and a criminal enterprise as the same class of unauthorised device. There was no Myanmar sovereign satellite alternative to fall back on, no national system that resistance communities or the parallel government could turn to. The country's own space capability, in any usable sense, did not exist.
Waiting in the wings were other providers with their own strings attached. Chinese low-Earth-orbit systems, the Guowang constellation and the SpaceSail network, were preparing services that could in principle fill the gap left by Starlink. But swapping an unauthorised American network for a Chinese one would trade one form of dependence for another, and a Chinese-operated link carries obvious questions about surveillance and about whose interests would govern access in a country where Beijing has its own stakes. For communities relying on the connection to warn of airstrikes and to send evidence to UN investigators, the identity of the operator is not a neutral detail.
The episode draws out a hard truth about depending on someone else's space infrastructure when you have none of your own. Populations under Myanmar's blackouts had gained a genuine lifeline from Starlink, but they had gained it on sufferance, subject to a foreign company's global policies and a foreign government's priorities, with no legal standing in the country where they used it and no fallback if it was withdrawn. When the rule changed in a boardroom far away, early-warning systems, schools, ambulances and journalists all faced being cut off at once, and the people affected could do nothing but write a letter and hope. A connection that can be revoked by a policy update you cannot influence is not sovereignty. It is a borrowed lifeline, and Myanmar's conflict zones were left to discover how quickly a borrowed one can be called in.
