On 1 September 1983 a Soviet Su-15 interceptor fires two air-to-air missiles at Korean Air Lines Flight 007 over Sakhalin Island. The Boeing 747 breaks up and falls into the Sea of Japan. All 269 people aboard are killed, among them Larry McDonald, a sitting member of the United States Congress. The aircraft, flying from Anchorage to Seoul, had drifted roughly 200 nautical miles north of its assigned route and into prohibited Soviet airspace over the Kamchatka Peninsula and Sakhalin. Soviet air defence tracked it for well over an hour, concluded it might be a US reconnaissance flight, and shot it down without visual confirmation that it was a civilian airliner.
The navigation error at the heart of the disaster was mundane and, for its era, entirely foreseeable. The crew had most likely left the autopilot in a heading mode rather than engaging the inertial navigation system to track the programmed flight plan, so the aircraft flew a constant magnetic heading that carried it steadily off course over the North Pacific, where there was no ground-based radio beacon coverage to catch the drift. Inertial navigation units of the period accumulated error over long distances. There was no independent, continuous, precise position reference available to a commercial cockpit. A crew that wandered off track over open ocean simply had no reliable way of knowing it.
The political reaction in Washington was immediate and furious. Reagan called the shootdown a crime against humanity. But the more consequential response came two weeks later, on 16 September 1983, when the administration announced that the Global Positioning System, then still under construction as a United States military programme, would be made available for civilian use worldwide once it became operational. The decision converted a defence asset into what would later be described as a global public good. It was presented as an American gift to the world, offered freely, and it genuinely did save lives and reshape whole industries in the decades that followed.
The promise took years to become reality. GPS was still incomplete in 1983, with only a partial set of satellites in orbit, and the full constellation of 24 satellites was not declared fully operational until 1995. The civilian access announced in the wake of KAL 007 was therefore a commitment about a future service rather than a switch flipped that autumn. That gap between promise and delivery is itself part of the story. For more than a decade after Reagan spoke, the aviation world continued to fly on the same mix of inertial systems and ground beacons that had failed KAL 007, waiting for a satellite service whose terms had already been set in Washington before it even existed. The dependence was designed in advance of the capability.
It is worth being precise about what the gift was and was not. The signal would be free at the point of use, but it would remain owned, operated and controlled by the US Department of Defense. Washington retained the ability to degrade the civilian signal, to switch on Selective Availability, and in principle to deny service over a given theatre. The generosity was real; so was the ownership. A crew anywhere on Earth could navigate by GPS, but they navigated by permission of a single government, on hardware answerable to that government's chain of command.
There is a further irony worth naming. The system offered to the world in 1983 was, from the start, deliberately less accurate for civilians than for the American military. The precise code was reserved; the open code carried the built-in degradation of Selective Availability, which meant that a civilian receiver anywhere, including in an airliner's cockpit, could be told its position only to within about a hundred metres, while US forces enjoyed a far sharper fix. So the remedy for a navigation catastrophe came bundled with a permanent two-tier structure. The public was invited to depend on a signal that was intentionally worse for them than for its owner, and that could be degraded further, or denied over a region, whenever the owner judged it necessary. Gratitude and vulnerability arrived in the same package.
That arrangement held for a long time precisely because it worked well enough that few had cause to question it. GPS became the invisible substrate of aviation, shipping, agriculture, finance and telecommunications. The 1983 announcement is often remembered as the moment satellite navigation became civilian. It is better remembered as the moment the civilian world agreed, without much debate, to run its most safety-critical positioning function on infrastructure it did not own and could not repair.
The lesson that KAL 007 taught, in the end, was not really about Cold War trigger-happiness. It was about dependence. A civilian aircraft was lost partly because no accurate, independent positioning service existed. The remedy the United States offered filled that gap generously, and also entrenched a single point of control. Every state that later built its own constellation, from Europe with Galileo to India with NavIC to China with BeiDou, was answering the same underlying question the shootdown had exposed. If the signal that keeps your aircraft on course belongs to another government, then your safety, and your sovereignty, extend only as far as that government's goodwill.
