The Kargil conflict ran from May to July 1999, fought at extreme altitude along the Line of Control in the Kargil district of what was then the state of Jammu and Kashmir. Pakistani troops and irregulars had occupied ridgelines and peaks on the Indian side of the line during the winter, seizing commanding positions above the strategic Srinagar to Leh highway. Dislodging them meant assaulting fortified positions on mountains that rose above 5,000 metres. Indian forces needed accurate positioning and targeting in terrain where conventional maps were poor, weather was severe and every metre of elevation mattered to artillery fire.
According to accounts that have circulated widely in India since, and that India's own space officials have repeated over the years, New Delhi asked the United States for precise GPS data over the Kargil theatre and was refused. The American military GPS signal, the encrypted precision code, was reserved for US forces and select partners. The civilian signal available to everyone else was, at that time, still degraded by Selective Availability, which introduced deliberate error of the order of a hundred metres. Whether the denial was a formal decision or simply the operation of an existing two-tier system, the effect on Indian planners was the same. At the moment India was fighting a war on its own territory, the most accurate positioning available from space was controlled by a foreign government, and that government did not open the tap.
India won Kargil. It did so at considerable cost in casualties, and largely through infantry courage and artillery weight rather than through any technological edge in navigation. But the experience of being told, in effect, that precise coordinates over your own mountains are a privilege granted at another capital's discretion left a lasting mark on Indian strategic thinking. It arrived at a time when the country was already smarting from the 1998 nuclear-test sanctions and from the earlier cryogenic-engine episode, in which Washington had blocked Russian rocket technology transfers to ISRO. The pattern was consistent. On the capabilities India cared about most, it kept running into the limits of depending on others.
It is worth being careful about the evidence here, because the Kargil GPS denial has taken on the quality of a founding legend in Indian strategic circles, retold often and not always with the same details. What is not in dispute is the broader structural reality that gave the story its force. In 1999 the civilian GPS signal was still degraded by Selective Availability for everyone outside the American military and its chosen partners, and the precise military code was simply not India's to use. Whether or not a specific request was made and refused in exactly the terms later recounted, an Indian commander in the Himalayas in the summer of 1999 genuinely could not obtain military-grade positioning from GPS, because the system was built so that he could not. The legend, in other words, sits on top of a fact.
The direct institutional response was the decision to build the Indian Regional Navigation Satellite System, later branded NavIC, meaning Navigation with Indian Constellation. Approved by the Indian government in 2006, it was designed deliberately as a regional rather than global system, a constellation of satellites in geostationary and inclined geosynchronous orbits giving coverage over India and a surrounding region of roughly 1,500 kilometres. That regional scope was a sovereignty choice as much as a budgetary one. India did not need to cover the whole planet. It needed to guarantee that it could never again be denied accurate positioning over its own territory and its immediate neighbourhood.
The first NavIC satellite launched in 2013 and the constellation reached operational capability by 2018, roughly two decades after Kargil and after an investment of several billion rupees. Along the way ISRO had to solve hard problems of its own, including the loss of atomic clocks on orbit that forced satellite replacements. NavIC now provides both an open civilian service and a restricted service, and the Indian government has pushed for its adoption in devices sold in the country and in strategic applications where reliance on GPS is unacceptable.
The strategic point of Kargil is narrow and concrete. A positioning signal is not neutral infrastructure when it can be withheld. India learned that lesson on specific ridgelines in the summer of 1999, and it spent the next twenty years and a large sum of public money making sure that the next time it fought over the same valleys, the coordinates would come from its own satellites. NavIC is not as capable as GPS across the globe, and it does not need to be. Its whole justification is that no foreign government can turn it off over Kashmir.
