Why radar leads the response
The weather that floods a province is the weather that blinds an optical satellite. Radar maps standing water through the storm itself: smooth water reflects the signal away and reads as black, so flood extent falls out of a single post-event scene compared against the archive. That map exists within hours of a pass, when road assessments are still guesses.
Our Tonga engagement began exactly here, after the 2022 eruption and cable cut, and it shaped a conviction: a country's disaster picture should not be something it waits to receive from abroad. Analytics support is the near-term version of that; a sovereign capability is the long-term one.
